VoIP Pricing in South Africa: Per-Minute vs Inclusive Calling
Not all VoIP pricing works the same way. Discover the difference between per-minute billing and inclusive calling, and learn what your business phone system could really cost each month.
When comparing VoIP providers in South Africa, the monthly price is usually the first thing businesses look at.
And that makes sense.
If one provider advertises a phone line for R65 per user and another charges several hundred rand per user, the cheaper option can appear obvious.
But there is an important question to ask before choosing a business phone system:
What does that monthly price actually include?
The difference between a low monthly subscription and an inclusive business phone system can have a significant effect on what you pay each month. Depending on how your business uses its phones, a per-minute pricing model may work well—or your calling costs can quickly become much less predictable.
What is per-minute VoIP?
With a per-minute VoIP model, you generally pay for the phone service itself and then pay separately for the calls you make.
Your bill can therefore look something like:
Monthly subscription + call charges + additional features or services
For a business that makes very few calls, this can be an attractive option. You pay for the minutes you use rather than paying for a larger package of included calling.
But the more your business communicates by phone, the more important those call charges become.
A sales team making outbound calls throughout the day, a customer service team handling regular enquiries, or a business receiving a high volume of calls may have very different monthly costs from a company that only makes occasional calls.
That is why comparing VoIP providers based purely on their advertised monthly subscription can be misleading.
What is an inclusive VoIP package?
An inclusive package takes a different approach.
Instead of charging separately for standard national calls, the provider charges a fixed monthly amount and includes calling as part of the package.
The advantage is predictability.
You know what your core phone service is going to cost each month without having to calculate how many minutes your team will use.
For example, Voys currently offers its fully featured business phone system from R420 per user per month for one to three users, with free national calls included. From the fourth user, the listed price is R365 per user per month. Prices exclude VAT.
That means the comparison isn’t simply:
R65 vs R420.
It is:
A low monthly subscription with usage-based costs vs a fixed monthly subscription with national calling included.
Those are two different pricing models.

Per-minute vs inclusive calling
| Per-minute VoIP | Inclusive VoIP | |
| Monthly subscription | Usually lower | Usually higher |
| National calls | Charged according to usage | Included |
| Monthly bill | Varies with usage | More predictable |
| Best suited to | Businesses with low or variable call volumes | Businesses with regular calling |
| Cost increases with call volume | Yes | Not for included national calls |
| Budgeting | Less predictable | Easier to forecast |
Neither model is automatically right for every business.
If your company makes only a handful of calls, paying for exactly what you use may make sense.
If your employees spend a significant amount of time on the phone, an inclusive package can make budgeting much easier.
The important thing is to compare the total cost, rather than the advertised starting price.
Why the cheapest VoIP subscription isn’t necessarily the cheapest phone system
Imagine two businesses looking at different phone systems.
One sees a very low monthly subscription and assumes it will save money.
But after signing up, the business may also need to consider:
- Outbound call charges
- Per-minute or per-second billing
- Additional users
- Call recording
- Call queues
- IVR menus
- Advanced call routing
- Mobile or desktop applications
- Number porting
- Setup fees
- Additional phone numbers
- Integrations
- Other optional functionality
The final monthly cost can therefore look very different from the price used in the original advertisement.
This is why total cost of ownership is a more useful comparison than the headline subscription price.
Per-minute billing can still make sense
It is important not to assume that per-minute billing is automatically bad.
For some businesses, it can be the right choice.
A small business that receives most of its communication through email or messaging and only occasionally makes calls may prefer a lower monthly subscription and pay for the minutes it actually uses.
The important question is:
How much does your business actually use its phone system?
If your team makes 20 minutes of calls a month, your requirements will be very different from a business where several employees spend hours on the phone every day.
Your calling behaviour should therefore be part of the pricing calculation.
The difference becomes clearer as call volume increases
Consider a business with several employees who regularly make and receive calls.
With a per-minute model, every additional minute can contribute to the monthly bill.
That means your telecommunications costs can increase as your business becomes more phone-dependent.
With an inclusive package, the monthly subscription remains much easier to predict for the calls covered by the package.
For businesses that rely heavily on telephony, that predictability can be just as important as the price itself.
You’re not simply buying minutes.
You’re budgeting for a business communication system.
Don’t forget how calls are billed
There is another detail businesses should check when comparing VoIP pricing:
How are call durations calculated?
Some providers may bill by the minute, while others may bill by the second. Connection fees can also apply.
A call lasting one minute and ten seconds can therefore be treated differently depending on the provider and billing model.
Even small differences in billing can add up when a business makes hundreds or thousands of calls.
Voys’ international calling, for example, is billed per second from the first minute, with a connection fee applying to successful outbound calls. National calls on our current Complete/Freedom package are included.
When comparing providers, always look beyond the headline monthly price and check the actual call-rate structure.

What should you compare when choosing a VoIP provider?
Before choosing a business phone system, look at the complete pricing model.
1. Monthly subscription
How much does each user or line actually cost?
2. Included calling
Are national calls included, or are they charged separately?
3. Call rates
If calls aren’t included, how much do landline and mobile calls cost?
4. Billing increments
Are calls billed per second, per minute, or with a minimum charge?
5. Connection fees
Is there an additional fee when an outbound call connects?
6. Features
Are important business features included or charged as extras?
7. Setup costs
Are there once-off activation, installation or configuration fees?
8. Number costs
Are new or ported numbers included, or charged separately?
9. Contracts
Are you tied into a long-term contract, or can you cancel when you choose?
10. Total monthly cost
Most importantly, what will the system actually cost your business based on how your employees use it?
So, which VoIP pricing model is cheaper?
There isn’t one answer for every business.
A per-minute package can be cheaper for a business with very low call usage.
An inclusive package can provide better cost predictability for a business that makes regular calls.
The mistake is comparing the two purely on their advertised monthly subscription.
R65 isn’t necessarily comparable with R420 if one price represents a basic subscription and the other includes a complete phone system and national calling.
The better question is:
What will my business actually spend each month for the phone system and the calls it needs?
That’s the number worth comparing.
How Voys approaches VoIP pricing
Voys takes an inclusive approach with its Complete/Freedom package.
The current package provides a fully featured business phone system for a fixed monthly price per user, with national calls included. It also includes features and platform functionality designed for business communication rather than simply providing a basic phone line.
For businesses that want more flexibility, Voys also offers a Custom model where businesses pay for the functionality they choose and the call minutes they use.
This means businesses can choose a pricing model based on how they actually use their phone system.
Not every business needs the same package.
The important thing is understanding what you’re paying for.
Compare the real cost of VoIP
A cheap VoIP subscription can be a good option—but only if it remains cost-effective once you add the calling, users, features and services your business actually needs.
Before choosing a provider, compare:
Monthly subscription + calling + features + setup + additional services = your real VoIP cost.
That’s a much more useful comparison than looking at one number on a pricing page.
